The UW-Madison entered into a new three-year Desktop Campus Agreement with Microsoft on November 1st, 2006. The agreement was later extended for an additional year. The agreement permits the installation of the latest Enterprise versions of Microsoft Office and Windows on departmentally-owned computers through October, 2010. Core Client Access Licenses (Core CALs) to cover common server (Windows Server, Exchange Server, Office SharePoint Server, and Systems Management Server [later renamed System Center Configuration Manager]) access for faculty, staff, and students are included.
The Campus Agreement is a lease for the term of the agreement. The UW-Madison will not acquire any permanent software licenses as a result of the contract. When the Desktop Campus Agreement ends on 10/31/2010, we expect to renew it. If we do not renew it, any installations of Office or Windows licensed under the terms of the Campus Agreement will need to be removed. The UW-Madison has permanent license to Windows XP, Office XP (win), and Office v.X (mac) as a result of the terms of our exit from the Microsoft custom Enterprise Agreement that ended in 2003.
We have rights to install the Enterprise version of Office 2007, now available through the Tech Store. More information about Microsoft Office 2007 Enterprise for Windows can be found here: http://office.microsoft.com/en-us/suites/FX101674041033.aspx. The current version of Office for Macs is Office 2008. All departmentally-owned computers are eligible to have those products installed on them as part of the Agreement. Media for both are available singly or as 5-packs at the DoIT Tech Store.
Microsoft has also released Windows 7. We have the right to install the Enterprise version of Windows 7, which is available in 32- or 64-bit versions at the Tech Store. All UW-owned computers are eligible to upgrade to Windows 7 as part of the Agreement, but it is highly recommended that you contact your IT staff first to find out about any rollout plans they may have.

Initial or full Windows desktop licenses are not available through any Microsoft volume licensing program. Microsoft is committed to providing full versions of its operating system in only two ways: when purchased from an Original Equipment Manufacturer (OEM) with a new computer; and as Full Package Product (shrinkwrap).
Microsoft software not covered under the terms of the Campus Agreement is available though our Microsoft Select agreement. Office and the Windows upgrade are licensed for home use under the Work at Home (WAH) provision of our Campus Agreement. Installation media for that software can be purchased by departments and signed out to faculty/staff for home use. The current Student Select licensing program, offering software to students, faculty, staff for personal use, is not part of and will not be affected by the Campus Agreement. Installation of Office or Windows using departmental media onto student-owned or faculty/staff-owned computers is not permitted.

Q: Under our new agreement with Microsoft, are the server versions of Windows included in the agreement? If so, which Server versions are available for departmental use? Finally, do the Core CALs cover accessing a Windows Terminal Server?
A: No Microsoft server licenses are included under the Campus Agreement. All Microsoft servers can be purchased under the Microsoft Select program through the Tech Store catalog:

The Core CAL we acquired as part of the Campus Agreement does not include Terminal Server CALs. However, we are covered for Terminal Server CALs for versions of Windows Server through Windows Server 2003 under the terms of our exit from the Custom Enterprise Agreement that ended in 2003. Under those terms, we are not covered for TS CALs for any version of Windows Server after v2003.
You would have had to acquire your TS CALs prior to June 30th, 2007.

Q: At the beginning at the document it says we can install products including windows on all department owned desktops.
Later it says -

So if I have a computer with no windows OS to start with, do we need to purchase through other means? This is usually coming up for people that are getting new macintosh computers and installing Parallels software.
Also, is there special media for use at home? I see references to it, and references to a WAH agreement on the wisc software site, but haven't seen either.
A: Under the terms of our Microsoft Campus Agreement, you can run Windows XP Pro or Windows 7 Enterprise on a UW-Madison-owned Macintosh running Parallels.
Windows PCs do need to already be associated with a full Windows OS license before they can upgrade to either XP or Windows 7 under our Campus Agreement.
Q: Is home use of Microsoft software covered under the CA?
A: Microsoft Office and Windows can be used at home for work-related purposes. Personal use is not permitted.

Q: Can faculty/staff use departmental Office media for work at home purposes?
A: No, Office cannot be installed on personal computers for work-related use using departmental installation media. Microsoft requires that the media used for work at home be uniquely keyed student select media. That special media is available for departments to purchase and redistribute to faculty/staff.
Q: I built a computer to replace my Dell, which came with a Windows license. I'm about to retire the Dell and send it to SWAP — can I transfer the Windows OS license from it to the computer I built?
A: No. Windows desktop OS licenses purchased with a computer from an Original Equipment manufacturer such as Dell cannot be transferred between computers.
